Most women will tell you that they can see the sex appeal in other women. Most are bi-curious at some point (or all points) in their lives. Stated here many times that women dress up, they are playing more to other women than to men - who usually are seeing through the dress.
Perhaps she is a latent bi-sexual; perhaps she just admires big breasts; perhaps she will develop a desire to play with someone's; perhaps she is content admiring them. I have had an off and on female partner since we were children and she loves my breasts even though she remembers before they were even bumps. She was married and I went through living with a few men.
You would be amazed how many married women have a girlfriend with whom they have tea regularly! Mostly, their husbands think that is nice without understanding the full extent of the relationship. Do not become suspicious; your wife may just enjoy looking.
