Most women will tell you that they can see the sex appeal in other women. Most are bi-curious at some point (or all points) in their lives. Stated here many times that women dress up, they are playing more to other women than to men - who usually are seeing through the dress.
Perhaps she is a latent bi-sexual; perhaps she just admires big breasts; perhaps she will develop a desire to play with someone's; perhaps she is content admiring them.
